ITHACA COMMUNITY GARDENS will be renting garden plots on Saturday, 4/20, from 10am- noon. Registration is on site (the Third Street -- Farmer's Market -- turn off of Route 13, then the first left), first come, first served. The yearly plot rental fee is $20 for the first plot (about 10 ft x 20 ft) and $15 for each additional plot worked by the same person, household or organization. In addition to the plot rental fee, gardeners must work 4 hours per plot for the Ithaca Community Gardens. The fee covers the use of tools, water, and some composted manure and wood chips. Ithaca Community gardeners agree to use only organic methods in their plots. Once assigned a plot, a gardener can keep it from year to year, as long as it is kept clean and green. In this way, gardeners can build up their soil from year to year, and plant perennials.

A Penny Poll at the downtown post office 4/15 gave local taxpayers the
chance to vote for how they'd prefer Washington to spend their money.
When handed ten pennies each, 357 Ithacans gave 732 pennies to
Education; 601 to Health Care; 600 to Environment; 374 to Arts; 308 to
Mass Transit; 301 to Housing; 202 to Income Assistance; 190 to Foreign
Aid; 157 to National Debt; 107 to Military.

* April 15, 1910: PUBLIC DRINKING CUPS abolished
at the public fountain. Horses and people must drink from different
troughs.
* April 16, 1900: BICYCLES outnumber all other vehicles, so merchants
put BIKE RACKS in front of their stores.
* April 17, 1817: TOMPKINS COUNTY ESTABLISHED. It is the 50th of 62 NY
counties.
* April 18, 1918: Bottles corked and hidden. Local vote favors
PROHIBITION by 3-2 margin. Only West End votes "wet."
* April 19, 1901: SWITCHBOARD SERVICE BEGINS, allowing telephone users
to call each other without talking to the operator.
* April 20, 1912: Norma Chambers of East Seneca St. returns home after
escaping death on the TITANIC. "We knew that we had struck something
and we went on deck, but all was quiet, and there was no excitement. We
began asking questions, and my husband went to the deck below and found

* April 21, SEIZURE OF WILLARD STRAIGHT HALL by 120 black students.
President Perkins addresses 12,000 at Barton Hall on need for
"collective wisdom and sensitivity." The Cornell Afro-American Society
took its militant stand after discussions with University officials
regarding racism at Cornell failed to satisfy them.

"I attended MICHAEL MOORE'S
SPEECH at Cornell on 4/3/02. The next day, I noticed that the Ithaca
Journal only ran a photo with a brief caption. There was absolutely no
article. Can you imagine no story in the Ithaca Journal about a
well-known speaker who attracted over 2,500 people in Ithaca in one
day? So, I sent an email to the Journal newsroom, on one of their
comment forms at the Journal website, asking them why there was no
article about Michael Moore. Almost a week later, and I have received
no reply.
---"Also, I wrote a letter to the editor of the Cornell Daily-Sun about
the article they wrote about the Moore appearance, and almost a week
later, it has not been published. Strange, eh? --Marc
---[REPLY] "Where's the press?" asked Moore here 4/3, noting that his
book "Stupid White Men" had topped the New York Times' bestseller list
for seven weeks yet his speeches castigating national policy are not
considered newsworthy (see Ithaca Times story). Challenging the notion
that college towns like Ithaca are islands of liberalism, he said he's
spoken to full houses all over the country: "We have the power! We are
the majority." Moore has declined to serve as the Green Party's
candidate for NYS Governor this year.

"As you know, the city approved the SIX POINT
TRAFFIC PLAN in December, days before new Council members were due in
office. One week later, continuing the momentum of politically
motivated haste, the city awarded a contract for design of the Plain
Street bridge. The city also bonded approximately $14 million for just
two of the six projects in the Plan. NYS and Ithaca law require that
full assessment of a projectØùs impacts be done before the
decision-making processØùor fundingØùtakes place.
---"Proponents of this Plan have run roughshod over residents in the
Southwest of the city. Lauri Dahl, Spencer Street homeowner, found out
her house was slated for demolition when she saw its photo in the
paper. An elderly Spencer Street renter living on fixed income was told
by her Council rep, in response to the renter's concerns,"move." The
head of the Planning Department (the agency responsible for the
environmental review), in response to Council membersØù questions about
a possibly segmented environmental review, said in the 12/5 Council
meeting, "I don't really understand segmentation either." Later that
night, the Plan was nevertheless adopted. There are more such stories.
---"A lawsuit seeking to overturn Common Council's adoption of the Plan
and the awarding of the Plain Street bridge design contract is
underway. Asked for comment on the suit's allegations, city attorney
Norma Schwab told news media "it's a matter of opinion." Not exactly a
ringing endorsement of her confidence in the integrity of this Plan's
adoption process.

question as to whether the main N-S route through Southwest Park can be
built, since an additional rail crossing may not be permitted. Likewise
DOT is not prioritizing widening of the Rte 13 bridge over Six-Mile
Creek. Therefore, additional traffic would be squeezed through fewer

"Hi! I am in the midst of writing a hypothetical
grant proposal for my International Institutions class. [This] entails
educating renters and landlords in the Northside Neighborhood on
programs and loans that enable ENERGY EFFICIENCY and home performance
upgrades, thus lowering bills and increasing comfort. However when I
mentioned this to my class last week, they pointed out that this could
cause gentrification in that with these home improvments, landlords
could begin to raise their rents and thus push current renters out of
the neighborhood. I had never thought of this before. Do you have any
suggestions about how to go about educating renters and landlords while
trying to avoid rent increases? I'm really not sure how to get around
this obstacle." --Beth Fuller
---[REPLY] Landlords are somewhat constrained from raising rents
arbitrarily by supply/demand. When insulating, they could gain more
profit even while keeping rents stable, which then gives them a
competitive advantage. There are state/NYSEG low-interest loans and tax
breaks for insulating.
---Gentrification has more been a problem where abandoned houses are
extensively renovated and then sold. Programs to enable low-income
families to purchase these homes are imperative. I've asked Greg Thomas
of Performance Systems Development to comment. He says:
---"Low income weatherization requires that landlords sign agreements
to limit rent increases and maintain the same income class of tenants
for a couple of years. Not sure what their current agreement looks
like. Landlords get significant public money in return. Much more than
the loan subsidies. Assisted Home Performance with Energy Star is for
owner occupants only so there is no need for a similar agreement. --Gregory Thomas

EDITORIAL
Ithacans have long been privileged to read the planet's worst news from safe distances, as millions starve, thirst, battle. We still enjoy here family, friends and community.
Preserving this good life now means rebuilding Ithaca to resolve conflicts with nature and nations. For example, we depend on oil imported from cultures which despise U.S. domination. We depend on automobiles depending on that oil, which damage urban health and world climate. We depend on water which may become scarce because of climatic disturbance. We depend on food hauled from greater distances in a hungrier world. We depend on money from corporate and governmental sources indifferent to our fate.
Frantic shopping, wider highways, suburbanization, wars and denial are not answers to these problems. Ithacans should begin orderly changes to strengthen regional agriculture, fuel & water conservation, transportation alternatives, nonprofit ecological housing, and local capital, to avoid becoming part of the bad news. Fortunately, essential changes will create new jobs, new wealth, genuine security and powerful examples for a world needing good news.

ITHACA COMMUNITY GARDENS will be renting garden plots on Saturday, 4/20, from 10am- noon. Registration is on site (the Third Street -- Farmer's Market -- turn off of Route 13, then the first left), first come, first served. The yearly plot rental fee is $20 for the first plot (about 10 ft x 20 ft) and $15 for each additional plot worked by the same person, household or organization. In addition to the plot rental fee, gardeners must work 4 hours per plot for the Ithaca Community Gardens. The fee covers the use of tools, water, and some composted manure and wood chips. Ithaca Community gardeners agree to use only organic methods in their plots. Once assigned a plot, a gardener can keep it from year to year, as long as it is kept clean and green. In this way, gardeners can build up their soil from year to year, and plant perennials.

Ithaca in one day? So, I sent an email to the Journal newsroom, on one
of their comment forms at the Journal website, asking them why there
was no article about Michael Moore. Almost a week later, and I have
received no reply.

proposal for my International Institutions class. [This] entails
educating renters and landlords in the Northside Neighborhood on
programs and loans that enable ENERGY EFFICIENCY and home performance
upgrades, thus lowering bills and increasing comfort. However when I
mentioned this to my class last week, they pointed out that this could
cause gentrification in that with these home improvments, landlords
could begin to raise their rents and thus push current renters out of
the neighborhood. I had never thought of this before. Do you have any
suggestions about how to go about educating renters and landlords while
trying to avoid rent increases? I'm really not sure how to get around

---[REPLY] Landlords are somewhat constrained from raising rents
arbitrarily by supply/demand. When insulating, they could gain more
profit even while keeping rents stable, which then gives them a
competitive advantage. There are state/NYSEG low-interest loans and tax
breaks for insulating.
---Gentrification has more been a problem where abandoned houses are
extensively renovated and then sold. Programs to enable low-income
families to purchase these homes are imperative. I've asked Greg Thomas
of Performance Systems Development to comment. He says:
---"Low income weatherization requires that landlords sign agreements
to limit rent increases and maintain the same income class of tenants
for a couple of years. Not sure what their current agreement looks
like. Landlords get significant public money in return. Much more than

EDITORIAL
Ithacans have long been privileged to read the planet's worst news from safe distances, as millions starve, thirst, battle. We still enjoy here family, friends and community.
Preserving this good life now means rebuilding Ithaca to resolve conflicts with nature and nations. For example, we depend on oil imported from cultures which despise U.S. domination. We depend on automobiles depending on that oil, which damage urban health and world climate. We depend on water which may become scarce because of climatic disturbance. We depend on food hauled from greater distances in a hungrier world. We depend on money from corporate and governmental sources indifferent to our fate.
Frantic shopping, wider highways, suburbanization, wars and denial are not answers to these problems. Ithacans should begin orderly changes to strengthen regional agriculture, fuel & water conservation, transportation alternatives, nonprofit ecological housing, and local capital, to avoid becoming part of the bad news. Fortunately, essential changes will create new jobs, new wealth, genuine security and powerful examples for a world needing good news.

Hunter Rawlings said, "At the WRC's founding conference in March 2000,

members. Today, the WRC's college and university membership has grown
to 92. Cornell was among the 17 colleges and universities that
participated in the establishment of the FLA, which now has 174 college
